Rebecca (Becca) Mayer joined Morgan Verkamp in August 2026. A former federal prosecutor and seasoned employment litigator, Becca brings extensive experience in False Claims Act cases, whistleblower protections, and complex civil and criminal investigations to the firm’s practice.
Before joining Morgan Verkamp, Becca served as a Partner at The Noble Law in Raleigh, North Carolina, where she litigated claims involving discrimination, harassment, retaliation, wrongful termination, wage and hour violations, and False Claims Act whistleblower protections under federal and state laws. In that role she developed case strategies focused on maximizing client recovery, negotiated favorable resolutions with defense counsel and insurers, and mentored junior attorneys.
Prior to entering private practice, Becca worked for the government for 11 years, most recently as an Assistant United States Attorney in the Middle District of North Carolina for six years. There, she directed complex civil and criminal investigations, including health care fraud, False Claims Act matters, opioid diversion, and civil rights cases. She negotiated criminal plea agreements and secured over $30 million in civil settlements, criminal restitution, and forfeiture. She also served as the office’s Ethics Advisor and Professional Responsibility Officer, counseling colleagues on government ethics regulations and professional responsibility obligations.
Becca began her career at the U.S. Department of Justice through the prestigious DOJ Honors Program, serving as Assistant General Counsel in the Executive Office for United States Attorneys in Washington, D.C. In that role she advised U.S. Attorneys and senior management officials on employment matters—including disciplinary actions, sexual harassment, reasonable accommodations, and hiring and termination—and represented the Department in EEOC and MSPB administrative proceedings. She also authored legal opinions on government ethics matters, including conflicts of interest, outside employment, and post-employment restrictions.
Following law school, Becca served as a law clerk to the Honorable Guillermo R. Garcia of the U.S. District Court for the Southern District of Texas.
Becca earned her Juris Doctor, cum laude, from the University of Michigan Law School, where she served as Managing Articles Editor of the University of Michigan Journal of Law Reform and published a note on federal policy approaches to childhood obesity. She participated in the Pediatric Advocacy Clinic and the Juvenile Justice Clinic, reflecting an early commitment to public interest work. She received her Bachelor of Arts, cum laude, in Linguistics from Boston College.
Becca is currently a member of The Anti-Fraud Coalition and the North Carolina Advocates for Justice.
Something You May Not Know About Me
I am passionate about sports, and I played travel softball from age 7 through 18. I became a coxswain for Boston College Men’s Crew while I was there, despite knowing nothing about the sport before joining. I stay involved in sports now by playing tennis and coaching some of my kids’ sports teams. I grew up in Chicago, and although I no longer live there, I remain an avid Chicago sports fan no matter how awful their seasons go (looking at you, White Sox).
